Hard FM vs soft FM: what's the difference?
Facilities management splits into two halves: hard FM, which keeps the building itself working, and soft FM, which keeps the building pleasant to occupy. If you manage commercial property, the split decides what's statutory, what's discretionary, and where the real risk sits.
What is hard FM?
Hard facilities management covers the physical fabric and systems of a building — the things that are part of the structure or bolted to it, and that the building cannot legally or practically operate without.
- HVAC — heating, ventilation and air conditioning plant
- Electrical systems — distribution, fixed wire (EICR) testing, emergency lighting
- Plumbing, hot and cold water systems, and water hygiene
- Building fabric — roofs, walls, floors, doors and glazing
- Fire safety systems — alarms, extinguishers, fire doors
- Lifts and mechanical installations
What is soft FM?
Soft facilities management covers services delivered to the people using the building rather than to the building itself. The building runs without them — it just runs worse.
- Cleaning and waste management
- Security and concierge
- Grounds maintenance and landscaping
- Reception, mail and helpdesk services
- Pest control and catering
The difference that actually matters: compliance
The practical distinction isn't hard versus soft — it's statutory versus discretionary. Most hard FM carries legal obligations with named duty-holders: fixed wire testing on a cycle, fire alarm and emergency lighting testing to British Standards, legionella monitoring under ACoP L8, quarterly fire door checks in taller residential buildings. Miss a cleaning visit and someone complains; miss a statutory test and the responsible person is personally exposed.
That's why landlords and managing agents tend to buy the two differently. Soft FM is judged on visible quality and price. Hard FM is judged on whether the programme ran, whether faults got fixed, and whether the records prove both.

Integrated FM bundles both halves under one contract. For large single-occupier estates it can simplify life. For commercial landlords with multi-tenanted buildings, the bundle often hides the thing that matters most: whether the statutory hard-FM regime is actually being run with discipline, or averaged away inside a bigger contract.
